It was done as a shock tactic, the swastika has been adopted by many groups since world war 2. Some political, some purely to add to the image of the group. If you’ve ever seen the Warriors, there were a few gangs that the film was based on that adopted the swastika. They were mixed race, made up of Latinos, whites & blacks from urban New York, I believe there was also at one point a gang member that was known as the “gestapo” so its not politically motivated. I could be wrong but I don’t believe black emporer were nazis.
